Regulatory Compliance

The Clean Air Act of 1990 mandates the control of volatile organic compound (VOC) emissions from all sources, including marine loading operations. To meet these requirements, Marine Vapor Recovery (MVR) systems at terminals must comply with both U.S. Coast Guard (USCG) and U.S. Environmental Protection Agency (EPA) regulations.

  • Title 33, Code of Federal Regulations (CFR), Part 154 – USCG regulations governing marine vapor control systems

Envent Dock Safety Unit (EDSU)

Envent Dock Safety Unit (EDSU)

The Envent Dock Safety Unit (EDSU) is a skid-mounted safety system positioned near the facility’s vapor connection — typically on the wharf or dock adjacent to the marine vessel being loaded with hydrocarbon commodities.

The EDSU receives vapors from marine cargo holds and incorporates multiple layers of engineered safety controls, including safety interlocks, detonation arrestors, and a vapor-enriching system designed to maintain vapor concentrations outside the explosive range before directing them to the vapor destruction unit.

This system is fully U.S. Coast Guard (USCG) compliant and designed for rapid mobilization and quick setup — providing safe, reliable vapor handling for marine loading operations without permanent installation or capital investment.

Envent Mobile Emission Control System (EMECS)

The Envent Mobile Emission Control System (EMECS) is a horizontal combustion thermal oxidizer engineered for Marine Vapor Recovery applications. Capable of operating at temperatures exceeding 1,400°F, the EMECS ensures complete combustion and destruction of hydrocarbon vapors generated during marine loading operations.

Available in sizes ranging from 20 to 77 MMBTU/hr, the EMECS features a fully enclosed firebox with dual horizontally fired waste-gas burners, each equipped with fixed pilots and flame safeguard systems for reliable ignition and sustained performance. This design delivers high destruction efficiency while maintaining operational safety in dynamic marine environments.

The EMECS is typically positioned away from the wharf or dock—in a non-classified safe zone—to allow safe combustion operations. To maintain safety clearances, the system is located a minimum of 30 meters from the nearest active berth.

Fully compliant with all U.S. Coast Guard (USCG) regulations, the EMECS incorporates multiple built-in safety systems, including fire-safe valves, redundant detonation arrestors, and real-time monitoring instrumentation capable of instantly detecting and responding to process upsets.

When paired with the Envent Dock Safety Unit (EDSU), the EMECS forms a fully certified, 100% compliant Marine Vapor Control System—designed for both short-term and long-term ship or barge loading vapor control needs.
